PAYROLL TAX WITHHOLDING FILING PROBLEMSPayroll tax withholding filing problems most frequently occur when a business faces the dilemma of paying employee wages and other necessary business expenses or paying its payroll, or withholding, taxes. Invariably, the taxes lose out. If a taxpayer owns a business that employs others, the IRS assesses to that business 940 and 941 taxes (also referred to as payroll tax withholding or payroll taxes).
Unfortunately, if unpaid, the IRS considers this 'stealing' from them.
